The Wanaque Borough Free Public Library offers all patrons free access to the Internet, a global resource of recorded thought and information. Information found on the Internet can be personally, professionally and culturally enriching. The types and varieties of information found on the Internet are virtually unlimited. However, because of the very nature of the Internet, some material may be considered controversial, offensive, disturbing and / or illegal. The Wanaque Public Library has no control over the quality, authenticity or subject matter found on the Internet, and, thus, it cannot be held responsible for any information that a patron accesses.
Each user must accept responsibility for discerning the quality of information content accessed. And, as with other materials found in the Library, it remains the parents and / or legal guardians of children who are responsible for Internet use by their children. The Wanaque Public Library staff is not responsible for any information accessed by either children or adults.
The Library shall have no liability for direct, indirect or consequential damages related to the use of information accessed on the Internet from Library equipment. Internet users are reminded that not all sources on the Internet provide accurate, complete or current information and that public library workstations are neither private nor secure.
The Children’s Reading Room provides filtered Internet access that aims to block out content deemed objectionable by CIPA. There is no email or chat in the Children’s Reading Room. Users should note that no filtering technology is foolproof nor does it guarantee protection from material that some may personally find inappropriate.
The Adult Reading Room provides a somewhat less restrictive level of filtering. Web-based email is available in the Adult Reading Room. Chat is available upon request by those 18 years of age or older in the Adult Reading Room.
If requested by an adult library user, all filtering can be disabled for his or her individual login. However, users must still comply with Federal and State laws, Library rules and policies, and the terms of applicable contracts including software licenses. Examples include laws of libel, privacy, copyright, trademark, obscenity and child pornography, computer fraud and abuse (hacking and other unlawful activities). Use of the Library’s Internet connection is intended for private, noncommercial activities.
Normally, the Library staff will not monitor or supervise Internet access other than for session duration. However, if Internet use results in disruption of Library services or if patron behavior when using the Internet becomes inappropriate for a library setting – including access to materials that may be considered improper in time, place or manner, or graphic displays, which are inappropriate for an open public environment – the Library reserves the right to end any Internet session at any time.
In order for patrons to have a positive experience using the Internet, the Wanaque Public Library has several guidelines:
For all users:
- No information is to be saved to the hard drive of any Library computer.
- No programs may be downloaded.
- Patrons may not install or use outside software on Library equipment.
- Individuals will not alter or damage the Library’s hardware or software.
- Attachment of personal computer equipment is forbidden.
- Printing pages is permitted for a charge of $.25 per page for a black and white copy and $.50 per page for a color copy.
- Patrons may not use their own paper; they must use the stock paper provided by the library.
For PALS Plus consortium cardholders:
- Usage is on a first-come, first-served basis.
- Reservations may be made online. Individual sessions are 60 minutes long.
- Library users may reserve one 60-minute login in advance. Reservation will be held for 10 minutes.
- Library users may claim a second consecutive login only if no one is waiting. Maximum consecutive time online is two hours.
- Maximum daily time online is three hours. Third login may not be consecutive.
- All patrons must accept the Library’s Internet Access Policy upon first login.
- All patrons must login using a Passaic County library card barcode number. Borrower status must be in good standing. Patrons who are not in good standing will not be granted a visitor’s card.
For visitors:
- Guest pass are available at the Circulation Desk.

So that the Wanaque Public Library may provide an atmosphere conducive to the appropriate use of its services and facilities, the Wanaque Public Library has adopted the following rules and Regulations for public behavior:
- Patrons shall be engaged in activities associated with the use of a public library while in the building.
- Patrons shall not be permitted to consume food, beverages, smoke or use tobacco in the Library.
- Patrons shall not use or be under the influence of alcohol or controlled dangerous substances.
- Patrons shall not engage in any illegal activity while in the Library building.
- Patrons shall respect the right of other patrons and shall not harass or annoy others through noisy or boisterous activities, by staring at another person with the intent to annoy that person, by following another person around the building, by playing audio/audio visual equipment so that others can hear it, by sleeping, by singing or talking loudly to others or in monologues or by behaving in a manner which reasonably can be expected to disturb or interfere with the use of the Library by other persons.
- Patrons shall not interfere with the use of the Library by other patrons, or interfere with Library employees’ performance of their duties.
- Any materials borrowed from the Library must be charged out in accordance with established procedures before they are removed from Library premises.
- Patrons shall not deface or mark books, magazines, newspapers, recordings, videos or other items in the Library collection nor shall they deface, mark or in any way destroy or damage Library furnishings, walls, machines or other Library property.
- Patrons shall not be permitted to enter the building without a shirt or other covering of their upper bodies or without shoes or other footwear. Patrons, whose bodily hygiene is offensive, so as to constitute a nuisance, shall be required to leave the building.
- Patrons shall not bring bicycles, radios, pets or animals into the Library other than service animals. No dogs shall be tied on the premises.
- No one shall sell or distribute any item or service on Library premises. Solicitation of contributions or signatures for the conduction of surveys is prohibited.
- No privately contracted or conducted activity – neither for profit nor on-going non-profit activity – will be permitted in the library.
- Photographs shall not be taken on Library premises without the permission of the library director and written permission of all those to be photographed.
- All suspicious brief cases, oversized handbags, carryalls, overcoats, luggage, packages and shopping bags are subject to inspection by the Library’s personnel. These items may not be taken into public restrooms.
- No one shall leave children under the age of seven (7) on library premises.
- Any Home Instruction program must be authorized in advance by the Board of Trustees after receiving written notification from the covering Board of Education. The Library’s policy is not to shelter unauthorized Home Instruction on its premises by a paid school employee. Only Borough employees are exempted from this provision.
Activities in the Library are also governed by local, state and federal statutes regulating conduct in public places. These regulations prohibit: Intoxication, Assault, Criminal mischief, Disorderly conduct, Harassment, Drug paraphernalia, Public indecency.
Persistent violation of the Library’s rules may result in the suspension of Library privileges, including the right to use the facilities and/or to borrow materials. Such suspension may be enacted by the Board of Trustees upon the recommendation of the Director.

The Wanaque Public Library welcomes children and their caregivers and family. In an effort to provide a safe, relaxed atmosphere allowing all patrons to utilize the library, the Board of Trustees has adopted the following polices in accordance with the New Jersey State Statutes.
- J.S.A. 9:6-8.21 Prohibits parents from endangering the welfare of their children
- J.S.A. 30:5B-1 Prohibits the library from functioning as a child care center unless licensed by the State of New Jersey.
- An unattended child is a child of any age who is apparently not accompanied by a parent or caregiver. Children who are not able or not willing to care for themselves may not be left alone in the building or on the library grounds at any time.
- The library acknowledges that children mature at different biological ages. Therefore,
- Children under the age of seven (7) must have a responsible caregiver over the age of 12 within immediate vicinity (same floor).
- Children under the age of 11 must have a responsible caregiver in the building.
- In cases of children with special needs, the caregiver MUST remain with the child at all times, despite the biological age of the child.
- Children 12 and over may remain in the library without an adult. However, should any issues arise, whether disciplinary, physical emergency, or building emergency, after making every effort to contact a parent or caregiver, the Library staff will contact the Wanaque Police for assistance. After the child leaves the building, the Library staff has no responsibility for him or her.
- Adults who can not care for themselves independently without the constant supervision of a caregiver may not be left alone in the library building or on library grounds at any time.
- Parents or Caregivers MUST pick up the child 15 minutes before closing. Staff will approach the child to confirm that the child has a ride home or that the child will be picked up before closing. If the child can not confirm this, the staff will attempt to contact a parent or caregiver. If the parent or caregiver does not arrive by closing, both staff members will wait 5 minutes. After 5 minutes the staff will contact the Wanaque Police.
- In the case of inclement weather when the schools have closed early, parents should not ask children to come to the library since it is likely the library will be closing as well.
- Adults who do not have a specific reason to be in the children’s library will be asked to move to another part of the library. Repeated requests may result in further actions as deemed appropriate by the Library Director.

The Board of Trustees of the Wanaque Public Library recognizes that tutoring is an activity that supports the educational mission of the library.
The Library offers its space to those tutors who are authorized by the local Boards of Education to provide Homebound Instruction. The library also provides space to tutors who are volunteering their time via ESL or Literacy Volunteers.
Tutors who are being paid via private enterprise, that is, privately from a parent or caregiver, should not use the public space for their profit. PAID TUTORS SHALL NOT advertise or advocate the Wanaque Public Library as their place of business. Library programs and needs shall at all times supercede private enterprise, or paid private tutoring. The Library will not assume responsibility for the activities of tutors who use this facility in violation of this policy.
In all cases, tutors should come prepared to assist the students in his or her educational goal. The library can not provide resources such as calculators, graphing paper, flash drives, markers, etc.
Tutors, parents, caregivers and their students shall comply with our Children and Youth Policy as well as our Patrons Bill of Rights.
Conversations between parents and tutors should take place outside of the library building, in accordance with our patron’s rights to enjoy a quiet, relaxing atmosphere.
ALL tutoring shall end 15 minutes before the library closes, so that staff may begin closing procedures.

Check this out! Wanaque Public Library circulates mobile WiFi hotspots to residents of Wanaque and Haskell.
- What is a hotspot?
A hotspot connects to and provides Internet access through the cell phone network. It will work wherever there is a T-Mobile cell signal. You can connect up to 15 devices to it at one time.
- Who can check out a mobile hotspot?
Hotspots can be checked out by Wanaque and Haskell library cardholders aged 18 or older, whose library cards are in good standing.
- How can I check one out?
Hotspots are available on a first come, first served basis, and cannot be reserved in advance. Only one hotspot may be borrowed by a household at a time.
- How long can I keep the hotspot?
We loan hotspots for two weeks (14 days).
- How will I know if I need to charge the hotspot?
When the battery icon flashes red, or if the hotspot will not power on, you will need to charge it with the power cable included in the box. It takes about three hours to fully charge the hotspot.
- Does the hotspot include content filtering?
Internet content filtering is not included. Parents and guardians are responsible for monitoring what children access through the hotspot.
- How can I return the hotspot?
Because of their fragile nature, hotspots must be returned to the Wanaque Public Library in person (not in the bookdrop) during hours that the library is open.
- How much does it cost?
There is no charge to check out the hotspot. However, if the hotspot is returned later than the due date, you will be charged an overdue fee of $5.00 per day. If a hotspot is more than three days overdue, service will be cut off and it will no longer function as a hotspot.
- What happens if I lose or damage the hotspot?
If the hotspot is lost or damaged beyond repair, you will be charged for the full replacement cost of the hotspot, case, and charger ($100). If the case is damaged, you will be charged a replacement fee of $30.00. If the power cord is damaged or missing, you will be assessed a replacement fee of $20.00. If the hotspot itself is damaged or missing, it will cost you $50.00 to replace it.
Your privacy
No information about your Internet usage is tracked either by the library or by the wireless network provider. The only data about the hotspots that is collected is anonymous circulation data related to checkouts of the devices, and the total amount of data transmitted and received by each device during the monthly billing cycle.

All hotspot users are encouraged to follow safe Internet practices. The Wanaque Public Library does not guarantee the security of this wi-fi network. The library is not responsible for information accessed through this device or for personal information that the user shares over the Internet. Also, please note that using the hotspot to access online content that is determined to be illegal or obscene (according to federal, state, or municipal law) could result in the suspension of hotspot borrowing privileges and possible criminal prosecution.
